It was meant to be a bit of rope or something, something used to try and keep him still (can't remember the term for it but our old horse dentist once did it to my oldest cause he was being a douche. Bit of a cruel thing though, hence old dentist) but he managed to snap it and that bit just stays there, quite tight round his little leg. And he's too awkward to let anyone cut it off.
