Actually, in fairness to Snake in that scene, you don't actually learn that the stealth suits are taken until AFTER the overloaded lift is already moving. Hell, in my first playthrough I didn't even know there WERE other stealth suits until the lift was already moving. And you don't learn that it's overloaded until Snake steps aboard. And unless you know what that buzzing noise is when you first step into the lift, you don't even know that it's the weight limit alarm.
