Will probably scrap this soon, but this is the Hazard Suit, a Key Item in Pokemon Uranium. Developed by the top scientists in Tandor, it completely shields the wearer from the harmful effects of nuclear radiation. I (shamelessly) based its design on the Magma/Aqua suit from OR/AS.Not 100% sure if this will be in the 4.0 beta, but it will definitely be in the final game.
