I have had quite a few encounters with people high on marijuana in Pakistan. Its not illegal here and grows wild like weeds every where.

I ran into this rather amiably inebriated fellow in Camden Town (where else). He followed and walked along side of me for quite a few hundred yards. Chattering to me all the time.

For the life of me, I couldnt understand a single word he said and then we parted ways at a traffic light crossing.
