To be honest, I find it hard to imagine any tom or queen would resist the urge to breed with such a fine-looking feline. It is just a shame that the price for many was death, and for queens as well...those poor kittens.
But I wonder...if Francis had not done what he did, then would Claudandus had killed him for mating with Nhozemphtekh? Or did he excuse this because he thought that Francis would be his heir.

Claudandus did want Francis to continue his work, but he wouldn't have let Francis's kittens survive, seeing as Francis isn't a part of the archaic "felidae" breed that he'd recreated. Felidae queens are valuable to the population, so I doubt he would have killed Nhozemphtekh. The whole point of pairing Francis and her together was to get the tom interested in the breed and possibly receptive to the idea of raising a whole army of felidae.
