the japanese ratings board really only cares about the amount of skin showing, which is why we can get a character like Bayonetta. Mai is known for the skin so it wouldn't make much sense to put her in...unless she was wearing one of her more modest costumes from the 3D games. :/

sakurai said in an interview when it came to the Wii U version that the Ratings board constantly asked "can we see up the women's skirts?"
so it wasn't just showing skin, they didn't want upskirts in an E for Everyone game, otherwise Sakurai had to take the T rating again like he did for Melee and Brawl (you could see up Peach's dress in those games)
