I guess Archer could just tank all the damage while using Restoration spells. It might be enough for the skooma's effects to wear off.

Jenna had the same epiphany the first time she tried to dispose of skooma. She still doesn't know how to get rid of it, but all vials she collects goes into a safe and only she knows the combination to. Good thing Skyrim doesn't have limits on how much stuff you can store in those things.
