I think because in the movie, he's the more submissive head and the other two heads (mostly the middle head) keep pecking him around and putting him in place.

Since each head has their own personality, fans interpret Kevin as being naive or the dumb one of the trio.

What I find to be funny about Ghidorah's newest depiction is that the three heads could easily reference the three hyenas from The Lion King; Banzai (right head), Shenzi (center head), and Ed (left head).

You know, it probably would've been more amusing if the new head also got a new personality. Imagine the center head's leadership being threatened by the left head, who somehow gains a significant intelligence improvement.

Maybe by taking a dip in Rodan's volcano. But I don't know how alien space dragon biology works so it could just keep growing back
