You've got the drum mag, so clearly you're looking for quantity over quality, likely lots of targets all at once, why be concerned about subtlety at that point?

My guess is less of a need to reload, or that he doesn't want the sound to carry as much within the echo-y urban sprawl he's traveling through. Probably helps reduce kick a bit too. OR he thinks he's too cool for earplugs. P:
