Holy cow! You have a point! Juugo IS the Android 16 ripoff! All the signs are there. Tall, quiet, nature-loving, strong(though not strong enough to beat certain people), and orange hair. I never even noticed. Kishimoto did admit that Naruto was based off of/inspired by Goku, why would Naruto be the only one?
