Dimensional manipulation deals with spacial control of the environment around them, and is based on space being made up of layers. It's hard to describe but it's a ton of fun to write about!

Sora and Bethona have that power. They can control the space around them, but in different ways.
Sora was able to create a pocket dimension around herself - a separate world where everything is suspended in time. It is infinite and size and always carried with her. She could use it defensively (it could catch a tank shell as though it passed through a doorway) and then fire it again at the same velocity, as all momentum in her pocket dimension is conserved. She can also teleport vast distances, destroy or mangle objects within her reach and her strongest Zoning power is the ability to simple erase objects within a certain radius. That only happens when she's angry.
Bethona's more subtle. She can phase herself through solid objects like a ghost by manipulating her spacial variance. She can also use this to turn herself invisible for a brief time. She can rend space in a similar way to Sora, but in her case the disruption appears as purple fire. Her best ability is a subspace distortion - she creates a pocket of unstable subspace (the building block layer of the physical dimension) that remains in place, appearing as a rippling effect but is otherwise invisible. If anything passes through that disturbance, the disruption is further disturbed and in order to correct itself, it annihilates itself in a powerful explosion. In a sense, she can create invisible landmines to catch enemies offguard.
That's kinda how it works. In short - it's manipulation of the environment that makes up everything around them, and the control of the objects within it. The power, in a single word, is called Zoning, and is rare.

Oh yes, there's definitely a way to disrupt their powers.
Certain types of electromagnetic radiation cause difficulty in their powers. It's like trying to throw a paper plane in a wind that is too strong, or trying to swim against a current. Their attempts to grasp the environment around them become disrupted and they're left without any perception with which to use their power.
And electromagnetic energy is created quite easily from a lot of things...

i dont see the psychopuffs as villains i believe that the powerpuffs and psychopuffs both have heroic potential and can fight side by side
