A combination of Pete Ross, Kon-El aka Connor “Superboy” Kent, and Peter “Spider-man” Parker.
A clone of Steve Super-soldier Rogers made at the Cadmus Mountain Complex with none of Steve's powers until being bitten by a genetically engineered 'Super Spider'. General Paul Ross (combination of Uncle Ben + General Ross + Paul Westfield) made off with him during an emergency at the complex.
Powers: Once he was bitten by the Super Spider his genetics changed activating his alien abilities and allowing him to draw upon solar energy to do the following:
Enhanced strength, speed, agility, durability (including resistance to acid and extreme temperaturres), vision (like telescopic sight), and intelligence. His lungs can draw in a great volume of air then compress and draw the heat out of it and expel it at frigid te
