I can tell the Budgie is a male but is the other parrot a female or male?

She is female.
To be a little anthropomorphic, these two are like little kids, the budgie being the bratty little brother. Sometimes he will wait until I am cuddling the conure and she closes her eyes and then flies over and pulls her tail. But she is remarkably patient with him and sometimes he will stop being a brat and come over and preen her head so lovingly.
