It's an anime called "Shinryaku Ika Musume" or "Invasion of Squid Girl". To the best of my knowledge it is only available subtitled via a torrent. No, it is not out over here and may not be out over here (U.S.), for some time. Yes, it is relatively new; They recently finished the series and it is only 12 episodes long. There is no word on whether on there will be a second season. I hope that answers everything for you.
