Howdy,
I actually didn't do a lot of manipulation to this image, it's just a super long exposure in the early evening. Make sure you drop the ISO, and use a cable release or a timer. Having said all that, I did do some saturation of the blues, which can easily be done in Photoshop or whatever.

Yeah those links use the same technique that I used, which didn't involved any photoshopping etc
Set your lens aperture to around f/22, drop your ISO to 100 and set the shutter so your metering is correctly exposed. Depending on how dark it is, you might want to slightly underexpose. Also, if the scene is mainly lit by halogen street light, make sure you set the white balance to halogen or else it will look very orange. Wait for some cars, then hit the shutter. If it's quite late, expect to have to wait 30 seconds to a minute for the camera to capture the light.
What you'll probably find is that results are VERY mixed! Unless you're doing something like in your first link, where the road is very busy, the cars will probably be slowing down, stopping, and there will be gaps with no cars at all! My advise is to choose a busy bit of road and keep taking shots! Something cool is bound to happen.
With the shot I took, the bus had sat there for about 20 seconds before it moved away, which is why you can see it quite clearly. If you've got a friend who can drive whilst you take the shot, why not get them to drive into your shot, stop for a few seconds, then move away. You'll hopefully get a ghost car in the shot, with light lines streaming from it!

I can't understand what do you mean when you say "Set your lens aperture to around f/22"
I only can drop my ISO to 100
