The mask- The mask he's taking off is green to symbolize the green mask of Envy, one of the Seven Deadly Sins. It's probably this character's most prominent of all seven!
The character- The character's name is Benjamin, and he's one of those annoying stereotypical emo kids. He really has no reason to be in this picture, I just like to draw his hair.
The jacket- It's got random bright red in it, mostly to make one of the colors pop but also because I'd imagine your hands would get pretty bloody if you were envious enough to kill the people you were jealous of...
