As much as I wish I could cosplay as Cecil Palmer I just don't have the hair for it. Dark hair >.<

Also what did you use for Cecil's tattoos?

I used mostly fake tattoos i made, Drew them in ps then printed them out on fake tattoo paper. but the hand tattoos are painted with high pigmented non toxic markers. I Drew them all on by hand before i had any fake tattoo paper with those markers.
