I have a feeling Cell would do this silently until she was alone where he could talk to her (Or in this case, display his distaste of her hanging around other men, especially Trunks). This image is supposed to be a filler episode where Cell, Furipa and the others participate on the World Martial Arts tournament. Cell is being his moody, lonesome self while Furipa is off with her friends and is surprised and happy to see Trunks again.
