I like the character.  The backdrop is interesting as well, and makes me think of a windy sunset in contrast to the title.  The power lines look like they might be nonfunctional and are rather unreal looking compared to what I am used to seeing in real life, both in their connections and the non-smooth lines. This adds dissonance with the appearance of the character who appears to contain the calm in the image.
