Sorry for the poor explanations I tried to give you You can make the same thing, you did it with my daughter's picture of Oz, you take the body, then a face. Here it's the same process but with a nose, an eye, a mouth , the hair, and you create a character...

Of course you can! You can use the liquify tool, or just "resize" the original eye, or sometimes you can paint it better (for Burton's characters)
