The Tails Doll got mutated by EXE to have a more organic form and to of course, obey him.

He lacks mobility on his limbs, since EXE is the one pulling them, the only parts he can move are his neck, head and antenna. This means he can freely speak and think by his own, though he is as deranged as EXE, except he's much more mindless and only seeks death.
