Yes, this photo was taken around 1am. I try to take the majority of my photographs at night because long exposure shots let you literally paint with light. Normally all your subjects are lit from 1-2 light sources, generally shining downward upon the subject. With a long exposure night shot, every light in the area (down to the moon, street lamps, stop lights, reflections off of colored objects, etc) lends its color/angle/brightness to the final scene. But with the red/green/blue/purple/yellow/orange/white lights all over the scene, it becomes an orchestra of color.
