This was most likely part of an early coal car. The remains of the handbrake remain, and the spokes were aparently forged by hand due to the curl or "lip" crease in the middle of each spoke. The wooden body is also suggesting my theory. even the buffers are wooden!!!

It worked on the surface of a coal mine and as you can see a very long time ago...

okay I can see the purpose of it now. I have worked around some old mines guarding the surface works during shutdown and recovery operations. the machinery of mining is something that is truly interesting. You see a device you know it has a purpose but it's just something you cant rap you head around till you know what it was meant for.
