It's Buzz from Spyro the Dragon 3: Year of the Dragon. He's such a silly, fun boss! I always thought the music during his fight and the way that he's defeated were a tad too brutal though. Has anyone heard of the Sheila's Betrayal meme? Apparently when you're running from his spinning attack if you accidentally run into Sheila she'll cause you to stop dead and be hit by his saw-blade. Pretty funny.
