I don't think the flames have reached her yet. Possibly we are seeing her through flames that are still several feet in front of her. She won't feel the worst of it until the fire creeps towards her some more.
I think her expression is one of guilt.
If she is being punished for treachery, all who were affected by it would be obliged to march in procession and each would lay down a flaming torch on the pile of wood in front of her. So that would explain why the fuel is so far in front of her. They want the buildup of the fire to be delayed so that she sees the looks in her victims' eyes, and so that there is time enough for all to participate before she goes up in flames.
Besides, it takes a hot fire to burn an elf.
