Thanks Elemental-Aura, yeah this character is unlikely to be in Smash Ultimate when the game he came from was received poorly on the Wii U unlike the Japanese PC version.
Fun Fact: In Ultimate's data, there is unused series names and Devil's Third is one of the names listed (others being Jet Force Gemini, Monster Hunters Generation, and Blast Corps) that does not appear in the final game. This is according to the site, "The Cutting Room Floor."
