I use many layers first... but the background being green it was not easy to isolate feathers. However with a thin selection of channels/selection by colors and so on it was possible to do globally not so bad... then achieve with soft gaussian blur and eraser (with mouse).
But it's less precise than to achieve with a tablet... No matter, I'm not designer and the result is not so bad.
Moreover the lovely model liked it, so I'm glad.

I'm really *really* happy that you like it.
I had luck to find quickly the elements that I wished for this piece.
However I failed a little bit about the feathers (I've no tablet for this kind of precise work).
The peacock feathers (and the mask) suit you very well in these clothes
