That's very simple. Usually, you color over a sketch. Here Dash's blue is lighter, and all the colors on her feathers are darker and more subdued. I...am not sure that is the right word. The colors are there, but aren't as noticeable.

Here, however, since it's made and colored digitally, with no shading, and with very pure, raw colors, what used to be a small speck of color suddenly turns into a massive, very glaring eyebrow that screams 'I AM ALL COLORS'.

So there's that.
