It's a radioactive/radiation symbol shown in highly toxic areas on signs/barrels etc.
Basically a continuation of the first "Dead Generation" manipulation of a deformed child.
It's just a symbolization of the scars wars can leave and how close we're getting to a nuclear war. I'm giving it ten years until we have one.

How'd you get so much depth in this without it looking too dark? Levels and something else?

To get the tones and lighting I just layered a semi-transparent texture over it and lightened it a bit around the eye so it was still visible, then I changed the saturation and hue a little. Obviously did some work on the pupil too and some burning around the eye to add eyeliner/eyeshadow/dampening etc.
