Lol you have good taste. I've ALWAYS loved those names. They are of pretty cool Greek characters with interesting stories and origins, it's also very fascinating how they ended up being the names of moons and planets. Haha, once i also make Robots based on Asteroids like Arcturus, Davida etc
now you make me want to re-made some of these Old Bots and might add them to my Original Story which takes place Post-Apocalypse of Earth (kinda like Megaman Zero's but instead its the Robots that seems to be increasing in Population while the Surviving Humans are all scattered all over the region)

Yeah it's a placeholder. Reploid City could just be the nickname of the place since it was started by reploids. It's pretty experimental. There's no need for children but they have child models there. Kinda trying to emulate humans more I guess and also not a very serious idea. Just random fun. Child models could be built by their parent units, as a result that factory-made reploids can be a bit prone to defects and can snap at will. Growing child models on the other hand, can develop a sense of right and wrong overtime, without the need of a capsule.

Helps that your version of events didn't go down to an apocalyptic path, and more closer to an animated film aptly-titled "Robots". Wily's attacks in the classic era were less frequent or nonexistant (still, the "dollwoman classic" era had it's own problems), bringing forth a more peaceful society. Anything in the X series wound up being a fictional, long-running tokusatsu series, but the problems of mass-produced, factory made reploids going berserk due to faulty A.I. were still there. It took someone to have a "Eureka!" moment when rummaging through ancient files, stating that there was a 20-year testing period for the first reploid while in the capsule. Pretty much what I had in mind where you're taking this idea.
