People always think there is a specific soft for art lol You can use whatever digital painting program you want!
You should look some process video on youtube, there is a lot of various techniques of painting.
Texture brushes are important too. For this painting I think he use 2 different ones for the palm trees/other type of tree, and also some for the ground and rocks.

If it was a little bit more northern climate, I'd have a theory on the shape of the island. One could think there was a jin who teleported with a chunk of the terrain and a half of a ship !
