This is is Android 21 from Dragonball Fighter Z. I personally haven't played the game yet, but man her character is reason enough to give it a shot! I haven't seen a more unique non-canon character worthy of being in the Dragon Ball series since since Tapion. I do hope we get to see more of her in future Dragonball related franchises.
