No, it's not a dragon but a coast horned lizard (Phrynosoma coronatum).From the appearance it would seem impossible to touch it but the spikes that cover its body are scales modified to avoid the loss of liquids and those on the head, well those are real horns.
Some species are able to squirt blood from their eyes up to a distance of 1.5m to deter possible predators.
