New Mercia was deliberately designed to recreate an idea of the Britain countryside as existed before industrialisation. The fact that this arcadian vision of Britain never really existed was part of the point- this was the 22nd century, humanity had just developed the 4-D drive that enabled travelling huge distances at really quite casual speed, creating a 'perfect' British countryside didn't seem such a hard ask in comparison.

As the centuries have gone on, New Mercia has mellowed a bit. These are not the Space Amish. Most technological developments are not legally controlled, the fact that New Mercia remains a society of villages and hamlets is by a continuous and consensual choice rather than a societal level roleplay enforced by the law.
