Well, obviously is up to you, but you can see even here smudges looks messy, especially around these blue fins and slightly below sea horizon
It's far easier to use shade gradation since you have full control on it

Try experimenting with shading gradation using pencils with different hardness
I depends on paper and pencils, but usually 3-2H acts like a soft shade, F-HB like something between and darker values with other B pencils
