No, they are carriers and vectors of ectoparasites, not ectoparasites themselves. They and their symbiotic hosts both suffer from them together, but without them, the ox would suffer from far more other kinds of pests.

Yeah. Turns out the reason they eat ticks (...which they usually donβt like doing) is to imbibe the blood inside the ticks.
