Quick little background:
Kasey was once a trainee in S.T.A.R.S. Her first/last assignment was to uncover how cases of 'cannibalism' arose in Raccoon City. Right before the Raccoon City Police Department had to abandon their city, Kasey became a full-fledged S.T.A.R.S. member. Thanks to her uncle, Barry Burton, Kasey was able to become a part of S.T.A.R.S.. After Umbrella fell, Kasey joined the BSAA with the approval of Chris - her long time friend in S.T.A.R.S.
