Description
This is one of those sketches I did one night because I had something stuck in my head that I just needed to get out on paper. And this guy ended up on that page in my sketchbook. I'm not sure how to use him, but he definatly looks like a villian character. For now I'm making him another villian for my planned Sureshot Jones series. And he goes by the nickname "Top Hat". For an obvious reason.At least I got something to submit for Villany Week.
