The difference is Scotsman's run was to set a record. Tornado's run was part of a test to see if steam could run excursions in between scheduled trains on an increasingly busy main line.
So while Scotsman was to see if Steam engines could do 100, Tornado was to see if they could STILL do 100.

Tornado: So did your brother ever actually manage that speed Scotty? I heard his old tale of being jealous of City of Truro. That whole dome loss business.
Scott: You know I haven't had the chance to ask him. Ah I remember those days of competition with the GWR. Not Truro's class mind but those Castles gave us all a run for our coal.
Tornado: Maybe next time one of us goes to Sodor we can convince our owners and The Fat Controller for a friendly race.
Scott: Brilliant idea Tornado my lad. Hmm Maybey Gordon will finally be able to join us in the speed books without losing his dome.

Nicely done my friend. I'm reminded of a video someone made of Scott coming back to steam where he remembered Alan the man who saved him from scrap. Scott is in the shed thinking about all he's seen and done and Tornado comes in and tells him he's going to be late.
Sadly the video was filmed in Railworks so The engines just had their smokebox doors and no face. At the end of it Scott pushes another 100 MPH for Alan.
Also sorry I haven't writen you my note yet my friend. Been busy trying to find some of my tools I use for crafting and such. Trying to make a Moc up of a sword for a Lego Person I'll get back to you with that very soon promise. Also I'll explain more on the Lego stuff soon in a journal.

Nah it's not that. He's living up to his Doncaster pedigree. Two record holders on books one in steam the other may oneday be and some of the fastest engines ever turned out. I mean the Sterling Single was a quick engine in their day.
It's in his very rivets or welds and firebars. Indeed a living example of speed.
