She probably thinks of herself in those terms as well, though she's probably loath to admit it.
Also, I don't think she's his handler. Technically she's his boss or the senior agent in the team he's a consultant to.
In the FBI, a handler is a person that gets information from informants. Informants are also known as double agents (if they're working for a different agency) or snitches (if you're an angry person that got played).
The CBI is basically the FBI, but smaller. "More conveniently located," haha.
