Another shounen manga idea.
It is true that he isn't in uniform (I still have no good idea what it should look like) but he is a gendarme. He probably has a high rank too, he's been working there for a good 20 years or more (he's a space elf after all, he's probably 300 years old or more).
Why a space elf? Because why not, it's cool to have elven civilizations on the moon.
Tamiel and the whole aesthetic idea of the Light Elves is very clearly inspired by the Guild from Last Exile (I recommend it, great anime) and Tilarna from Cop Craft.
