I bought some gogo white boots online, and the glued the blue parts on top of the boots.

It's a complicated process, with a medium skill level.
I had to make my own gloves, because I have such long arms that opera gloves don't go up high enough. You can probably find some long opera gloves at Party City or online that may work. The hat is four pieces with interfacing inside, the pattern is similar to a beachball shape to get the curved dome. I made the skirt a wrap-around skirt. The bottom of the skirt has painted on waves, that were measured out and stenciled on first. The white shirt is pattern after a collared shirt witout the sleeves, and the vest is patterned somewhat like a modified tanktop. The boots are white gogo boots with the blue designs glued on.

The blue part of the hat is divided into four triangular sections (like a beachball) and interfaced for sturdiness. The two white parts have interfacing inside and are attatched to the bottom of the blue part of the hat.

I actually painted it on. The characer is Juvia Loxar from Fairy Tail. As for Kampfer, I read some of it before but I never really got into it.

Ah Mirajane. I recommend it if you like One Piece. It reads pretty fast and the fight scenes are not long like in most shounen.
