PA's a very simple hero. Pick her against enemies who right click and you'll have a good time. If the enemy is mostly squishy casters, max your dagger and blink. If the enemy is mostly right click, max dagger and evasion. Start with a wraith band, tango, and a clarity. Upgrade your wraith into tequila, get orb of venom, get boots, then get bfury. Now you can farm fast while still being able to contribute to early game. After Bfury, get HotD, and after that it's a judgement call on what you need. If they have evasion, get your mkb. If they have a lot of disable, you'll need bkb. Manta is a very strong item on her since her illusions have really good stats, really good evasion, and a powerful crit. After you're 5slotted or so, upgrade your hotd into satanic. This hero isn't weak!

Yeah, even if you get a huge early lead, you cannot carry the game on your own. One fuck up and you're out. It's just too hard to make her work right now.
