I have a question. Papyrus killed Sans that had LV 19, so does it mean Papyrus has LV now?

I dont think Sans was LV 19.. But yeah, Papyrus has LV now. A lot but not enough.

Ok, I checked something. Sans in Dusttale has probably LV 17, since he murdered almost an entire Underground and after he killed Papyrus he got LV 18. So I assume in your "Dustbelief" Papyrus has LV 17 or 18, of course if we want to follow the information from original Dusttale, you as a creator of "Dustbelief" can change it and give Papyrus different LV.
And what do you mean "Papyrus has LV now. A lot but not enough." Wait, lemme guess... we will see soon? ; )

Because, we dont know how much has gain Sans, before he die. and we dont know the LV of the human (we can estimate it but we cant be sure )
