This is my first critique so I apologize if it sounds a bit weird.
First is the "vision" part. I gave it 3.5 stars for the expression on his face and it shows the wind coming from him using the Wind Waker. I was a bit confused with the vision part of the critique so I don't have much to say for it.
I gave 4 stars on originality because I like how you made the wind blow his hat off to the side. It's really nice to see how you drew this fanart. Your style looks good with this windy type picture.
Now for technique. This part is easier for me to write about. The way you show the wind looks nice. Also the "highlights" or shading in his hair look cool with the different shades. One thing about the hair movement is that the piece in front of his right eye [your left] seems a bit stiff. I think it should be more pushed to the side from the wind to match the rest of the hairs movement. I really like the piece of hair on the very left because you can see how the hat is holding it down while the wind blows it against his face. The cape also looks a bit forced with how round you made it on the right side. I think that if wind was blowing it, it would be straighter. The last thing I notice is that the way his hat is drawn makes his head seem too big. I enjoy the "tall" look that shows up in your style. Not sure how to explain it exactly but it's interesting to see.
