Terminal lengths vary from person to person, but at shoulder-to-waist lengths sometimes what makes the hair stay at one length is more a question of hair breakage due to something in one's routine, rather than terminal lengths. Maybe hair breakage caused by a harsher brush or comb, or an specific detangling method, or something else in one's routine, like excessive heat styling or chemical dyeing. I used to detangle my hair in a wrong way (for my specific hairtype) and suffered more breakage, which led to my hair being stuck at tailbone for a long time.
Hair can also stall on a certain length for longer periods of time, some people experience those at mid-back, others at waist or tailbone, or classic, or knee. Maybe it has to do with that as well?
