Both Thor and Loki can be King of Asgard at the same time. There is a system of rule called a diarchy. A diarchy is when the government shared by two rulers , power, etc. I don't see the issue. Thor could be the king who handles the defense of thier people, and Loki could handle the political side. Win, win. Everyone's happy.
