It's kinda like that, except instead of an itching bulb of contempt cursing your skin, you instead get psychic abilities.

If you're determined though, and if inertia is the thing that stops you from getting anywhere, maybe you could try to decide an exact time you want to draw something, and then use the pomodoro technique to get over the initial hurdle of getting started?
