She's a villain from Ragdoll's AU
She joined up with Black Mask and his gang because of the spirit that follows her around
She was merged with Fuku during an experiment she created. She wanted a demon to help her kill her family. You can speculate why. Fuku is a demon of sins, so if they're used to cause something bad, they'll slowly kill the person who created/ summoned them. Hyo is choking on memories and sins because of how Fuku was used.
Black Mask promised her that if she helped him create the world he wants, he'll release Fuku from Hyo's soul, and she'll be able to live a happy life.
