Tortuga City

This former french pirate base lays in the middle of the south-eastern swamplands of Tropico.
With the many waterways, the surrounding rivers and its history, smuggling in Tortuga is older than the town itself.
A savy buyer can aquire anything here, especially with the city becoming one of the main stops for south american drug trafficers on their way to the US.

While corruption has made the cities officials turn a blind eye, the city is home to an experimental anti drug unit supported by the FBI.

The White Stallions MC (Southern Swamp-Deltas)

Tortuga Families (a Tropican derivative of the Los Santos Families, established by Ryders Dad)

Tortuga Hoods (another example of american inspired Gang)

Rednecks (mainly living in the swamps south and west of the city, these gangs mainly finance themselves through moonshining)

Hicks (living on the mountain north-east of Tortuga, these people have a traditional feud with the rednecks over who brews the better brew)
